No, I'm not surprised that inmates dealt with this problem at all. But not because they're inmates as opposed to wardens but because they happen to be the people who have the necessary skills. Just as I wouldn't be surprised if a magical problem were solved by the Barge magic users.

The point is, you were able to stop the crisis because you are a polymath scientific genius, not because you are an inmate. If you graduated tomorrow and became a warden you would still be a polymath scientific genius and still would have been equally capable of finding a cure.

Wardens, by and large, with few exceptions have proven to be unhelpful, callous, and uncaring - not to mention unwilling to set aside differences and work together, or willing to listen to Inmates.
We got things done because we were willing to work together. I didn't even know Kozak until yesterday.
Wardens have proven divisive, unable to work together, or help each other, let alone their inmates more often then should be considered acceptable. My skillset doesn't matter.
