This place isn't set up for that sort of system. And you can blame the Admiral for that. [Narvin only wishes there were organization, a hierarchy, and rules.] There's no hierarchy, no person in charge to create and enforce a hierarchy, and a committee of sixty two equals would be useless at making decisions, especially in moments of crisis when quick decisions are most needed.

The Barge did have a security team, once. It was disbanded because people loathed it. What we'd need for real security--surveillance cameras, regular searches, teams of response units, and administrative teams to keep the whole thing organized, a chain of command--those don't work here. Because the Admiral took a cruise ship, set up a buddy system, and pretends it's a prison. But it isn't. It's never been a prison.
